Billy Can't is a Keen 5 levelpack made by SodiumtheGlitcher. It was first started in April 2024 and finished in mid-June, but wasn't released until November. It takes advantage of normally frowned upon gameplay techniques, exstensively overuses Bags O' Sugar, and is somewhat difficult.
Story
One day Keen turned on the Photachyon Transceiver and came across a news article featuring Mortimer. He announced the total annihilation of Korath III. The news reporter noted that the mysterious "Commander Keen" often thwarted his plans. Mortimer said, "Oh, he will try, but Billy Can't." Upon hearing this, Keen angrily turns the Photachyon Transceiver off, blasts into the BwB, and growls, "Billy Can't.... but KEEN CAN!"
